Who should confirm

The client should provide records; the principal contractor organizes compliance; a qualified surveyor handles the technical survey scope; the responsible authority confirms filing procedures.

Example: a quote answers only the reporting question

Suppose a contractor says a small renovation is below a reporting threshold, but the quotation does not mention the existing materials that will be affected. The statement about reporting leaves the survey question unanswered. This is a hypothetical communication example, not a ruling on that project.

Ask: Which existing materials will this work affect, what survey evidence covers them, and where is that conclusion recorded? Then ask separately which reporting or notice procedures were checked and by whom. Keep each answer beside the current work description rather than treating a single yes-or-no reply as covering every procedure.
