Asbestos survey costs in Japan

There is no responsible universal price for a Japan asbestos survey without a defined scope. Compare quotations by deliverables and assumptions, not by total alone.

This is an unofficial English explanation. Japanese laws and official Japanese-language sources control.

A request you can adapt

Please quote for the attached work area and list document review, site inspection, sampling, laboratory analysis and the report separately. Please state the assumed sample count, analysis method, tax treatment, travel charges, turnaround starting point and quote validity. If further work is needed, please explain how its scope and price will be agreed before it begins.

Add the planned work, available drawings and renovation records. Mark missing information as unknown. Ask who will receive the records and coordinate with the installer, and whether the report can be supplied in a language you can use. A translated summary should remain linked to the original Japanese report.

Example: two totals with different scopes

Suppose one estimate covers document review and a site visit, while another also includes a provisional number of laboratory samples. The difference between the totals does not establish which provider is cheaper for the same work. This is a hypothetical comparison, not a provider price example.

Ask the first provider how necessary sampling would be priced. Ask the second whether the sample count is fixed or provisional and how changes are approved. Compare the same work area, deliverables and timing, with unresolved charges listed separately. Do not treat an unspecified charge as zero.

Keep a comparison record

For each estimate, record scope, analysis method, sample count, amount and unit, tax, turnaround, report contents, travel or shipping, exclusions and expiry. Keep the date of the provider's answer beside any clarification. Before accepting, check that the final written estimate incorporates those answers.

  • Survey: 事前調査
  • Sampling: 検体採取
  • Qualitative analysis: 定性分析
  • Tax included / excluded: 税込 / 税別
  • Excluded work: 対象外
  • Additional charges: 追加費用

Information to send for a quote

Provide the address at an appropriate level, asset type, approximate age, drawings, work area, planned work and schedule. Do not send unnecessary personal or health information.

  • Document review included
  • Site inspection scope
  • Access and travel
  • Sampling and laboratory method
  • Report language and delivery date

Questions to ask

Ask which qualification covers the work, how inaccessible areas are handled, what triggers an extra charge and whether official reporting support is included. Confirm that analysis and removal are separately identified.

Avoid false economy

A quote that excludes the actual work area or unresolved materials may create delay later. A clear scope and evidence trail are more useful than an unsupported low headline price.
