A pre-work asbestos survey in Japan is a documented process for checking materials before demolition or renovation—not a visual guess and not simply a laboratory test.
1. Define the survey scope
Match the survey to the actual work area and every material that may be affected. Record areas that cannot yet be accessed and plan how they will be checked before disturbance.
2. Review documents and inspect the site
Use drawings, specifications, product records, nameplates and renovation history, then compare them with conditions on site. Photographs can document condition but normally cannot confirm asbestos content by themselves.
3. Resolve unknown materials
When document and site evidence do not establish content, the responsible qualified surveyor determines whether analysis or another legally acceptable treatment is needed. Sampling can release fibres and should not be improvised.
4. Report and retain the result
The principal contractor should confirm government reporting thresholds, site display, availability of survey documentation and record retention. Local procedures may add a separate check.
